I assume by kings, writing, etc they meant Mesoamerican civilizations, not just US Native Americans. Even so, the Mississippians, Oasisamericans, etc did have at least a nascent form of formal governments and like had taxes, hell it's not my area of expertise but I wouldn't be surprised if the Iroquois (who had a reasonably developed political system even if not big towns and such to go with it) and other groups had taxes too.
