Ineffa if only because Dendro is a pretty nebulous spot since Hoyo has been neglecting its core issues for a while now, and while bigger numbers are good for now, they won't pay off well in the long term, whereas Ineffa can always slot into any team with a consistent level of Hydro application and offer good utility outside of her great numbers.

Ideally you get both or just straight-up roll for whoever you like more, meta be damned.
