Again, depends on the legion. Most of them were just plain rookie legionaries thrown into the meatgrinder to cover losses. The basic tactical or despoiler profile fits them perfectly. Some legions gave them different markings until they proved themselves.
HH2 introduced the idea of giving them alternate loadouts to make them more interesting, but that's just a gamey thing.

A few traitor legions and the RG took shortcuts to get more marines faster, with usually bad or unstable results (mutant ragetards that lived less, usually).
