I mean Yuugi has had some real honkers in a lot of the art depicting her that isn't ZUN's. She's got them in WaHH (for the single panel she appears in), and in her background sprites in the floatans and in Sunken Fossil World.
Definitely not R-18 doujin level titty game, but for touhou canon it's pretty consistent.
