Having hair on your head is not the same as being covered in fur. A cat girl isn’t furry even if she has hair on her head.

And yes, the tan areas aren’t fur. Sonic characters don’t have fur in their skin colored areas except in the movies. Like the CG models show fur textures on the blue areas of Sonic but a smooth texture in the skin and Sega even confirmed Sonic shaves his stomach somewhere I can’t find right now. Rouge CG models gives her fur texture in the white parts of her head but everywhere it is smooth.
