They are. The human characters use Rings in shops as currency. Their dialogue talks about them as money. Human characters talk about using money to buy things. Human characters talk about grabbing, holding, and dropping their Rings. In Sonic Unleashed there is a mission where a human character accidentally drops money (Rings) on the ground and Sonic picks them up as a favor. The character needs those Rings because they are currency and they explicitly say they are going to use Rings to buy things from a store run by humans, because Rings are currency. You would know this if you played the games.

A lot of things can fall under the “anthropormized cartoon”. Catgirls are usually anthropomorphic versions of cats and in some instances are magical cats in a different form.

There’s a reason the furry chart exists and that’s to divide anthropomorphic characters that fall into the furry camp and those that don’t based on appearance.

When you look at Rouge she doesn’t share much in common with that is commonly associated with furry characters. Unlike the other Sonic girls she only has hair on her head, being furless from the neck down. Your standard furry has at minimum a snout, fur, ears and tail. Rouge only really has ears and tail with a cat nose instead of a bat nose. Combine that with her furless appearance she is less of a furry and more like being slightly above a catgirl. People tend to group her as a furry because of her association with the Sonic series.

I never really had a problem with getting around Haven myself, once you get a good feel for it, getting around quick and avoiding traffic is pretty easy and only takes like a minute or two to get anywhere.
