No, it's not uncommon for an anime to be released and localized while the manga it untouched. Ruri no Houseki this season for instance doesn't have a translation for its manga. Gingitsune is a personal example for me where I had tor read the manga in Japanese because despite having an anime adaptation the manga still only has like the first volume or 2 translated. Japanese companies aren't looking at what is translated when they decided what to adapt, despite /a/'s insistence that the US is apparently in charge of what happens with anime adaptations.
