Fischl is still relevant because of her hit count, particle generation and absurd reaction potential. Yae is mediocre by today's standards and doesn't really compare to more recent off-field DPS unless you have her at c2r1.
Ineffa doesn't exactly directly compare to them though. Her damage is complete garbage unless she is in a team with enough Hydro application that she can keep Lunar-Charged going since that's like 80-90% of her overall damage. She's not really competing in the same teams.
