I am part these people. I got into this hobby around 7th because I wanted a setting where everyone really was an unashamed over the topic unfunctional dickhead. As of late and specially after the big primaris-Guilliman rewash there's been this constant idea or narrative that the Imperium's actions are justified for the "continued survival of mankind" when in truth mostof the Imperium's rulers have been self serving assholes from day one. I was happy GW was willing to make the Black Templars dickheads instead of trying to make them appealing to tourists who really want the Imperium to be some sort of good guy protagonist faction with "morally grey" (evidently evil) goals, now all they have to do is transfer that attitude to the Salamanders, the Imperial Fists, the Ultramarines and so on in obviously different flavors. I don't even think there's a real world analogue for the Imperium's politics or that it's in any way commentary to real world stuff but it's a fun fictional setting that was built around the question "how can we make this badnor worst" crafted to specifically be irredeemable and horrid while still having room for over the top badassery or comical shit (something other grimdark settings like Trench Crusade miss the mark of embarassingly)
GW's pre 8th lore was ALLOWED to showcase the imperium as overly bureocratic, incompetent, self serving or evil but ever since primaris they have been super heros saving the galaxy from evil by being evil, which is just boring as fuck, there's 70 other settinga for that, it takes away 40k's uniqueness and sense of identity. They have been straight up locked from portraying the Imperium in a negative light and only do so to "own the chuds" as with the BT shit and not out of genuine narrative necessity or understanding of the setting's appeal
