It never said anything about the debate being complicated. They said it would make the 'fight' as in the animation itself complicated.
There's no visual for what Ultima even looks like, nor does it ever actually attack or act by itself, so they'd have to create something entirely out of scratch. True Form Darkseid at least has some visual basis that they used for that fight.
