So there are two facets of Dandadan's speed:
There is a basic speed that characters can move at on a standard level. The consistently represented as fastest characters are Turbo Granny and Okarun with Turbo Granny's powers.
They cap out at 100 km/h. This isn't 100 km/h after acceleration but rather an instantaneous burst of speed. Okarun can only reliably do this twice in a fight ("Going All Out"). Turbo Granny on the other hand can do it at a sustained rate.
In terms of Mach numbers, this is only about Mach .08.
For the other variety of speed, Dandadan has introduced the notion of Spiral Power (yes I know). The idea is that by using the mechanics of a spiral, you can achieve more than without it. In terms of speed, we haven't gotten any good numbers on it, but it did allow Okarun's astral form to use telephone lines to travel much faster than 100kmh.
Is this applicable to battleboarding? Iunno. Probably not. For the time being, Okarun is powerless but has an enhanced human condition from his activities. Not like superhuman in anyone category, but an across the board Olympian tier.

Legendary Godzilla is just Showa Era with a higher budget.
