The Arcana leaves the world because it couldn't compete against the EDoT and it didn't want to cause further troubles, IIRC. There are also Kathool and Adimondes, both of whom should scale below. I think the Elemental Avatars are also around this tier? Nesso was able to compete with Kathool, but I don't recall if that was due to outside circumstances she took advantage of.
All of the Old World Order are also WEAKER than the EDoT, which is why they're bullying his significantly weaker human form in the story.
