I don't know where the naming convention comes from, but target combos sometimes have attacks in them that are otherwise inaccessable in your moveset as well as the fact that they dont' require any sort of timing to do.
As an example, compare stringing light punches together with a character. You just mash them and they chain. Now compare it to a character that has st.MP, c.MP. The st.MP has to be plus enough on hit that the startup of c.MP can mathematically combo. Then you need to do the c.MP with the proper timing in order for it to combo. A target combo you just do it, the moves cancel into eachother almost like special cancels. Whether they are natural combos or not (they combo without requiring a counterhit) varies.
