NTA but I would like to say that the difference in context between the two matters.
Basic Rule 63 is just making a female counterpart to an existing character. You could argue that you're effectively making a different person at that point, hence why it's usually just an AU. Though certain core traits remain.
Transformation however is literally sticking a dude in a female body through fantastical means (magic, sci-fi etc), and that's assuming no mental alterations are made either. Personally I'd say only the former is 100% straight, whereas the latter is imo pretty gay if you thought about tapping. Though it's a complicated grey area really.
