Well, they were cheaper actually, PC game were between 30/40$ most of the time, console game were more expensive, yes, but back then, you could rent them and their prices in the used market was very cheap. You could get a 50$ console game for 30$ 2/3 month after release, and 6 month later, for 12$/20$ in the used market.

In top that, a lot of them came with actual manual (multiple pages, with colors for some), and they were properly debugged and tested before release, so in the end, nobody was really complaining about the price because the quality was there and things were fair.
