Isn't it obvious that the artwork in question is too blurry? Any artist with some mileage can see that. Heck, even people that aren't artists should be able to discern this. Even the anon that drew it acknowledged this.
You can make something dreamy by adding consistent bloom, but in this case it doesn't work, because edges that should be sharper are blurrier than those that should in fact be less defined.
I genuinely can't understand why would you argue against this.
