It's well established anyway that Fuji and his editor Lin have been the pair that basically bounce ideas off of each other.
Lin sort of serves as a filter to make Fuji drop some of his craziest ideas and helps him make his stories more marketable to a wider audience.
There has never been any suggestion that someone random assistant came up with csm characters like Power or Reze.
Fuji based Power on Eric Cartman and big lebowski characters.
Reze was a character he had thought about for a long time even prior to CSM, her design was based on Kobeni.
