Doom is one of my favorite characters but it's been generally accepted that in terms of intelligence that Reed Richards is #1 and Dr Doom is #2. In a similar way in terms of magic Dr Strange is #1 and Dr Doom is #2. It's sort of Dr Doom's thing that he has incredible jealousy over not quite being #1 at either thing but with his combined powers he is arguably more powerful.

As I said Reed and Doom are the smartest but in a publicity stunt Marvel told a bunch of news outlets "um actually the smartest person (man or woman) in the Marvel Universe is actually a little black girl called Moon Girl!" It's how they admitted they do publicity stunts like making Thor a black women partly because they think it drives up sales.

But people will just forget that because the long established status queue is that it's Reed/Doom. Future writers and readers probably won't ignore decades of this precedence just because of some dumb 1 time publicity stunt.
