it happens because everyones incentive is to change as much as they can in order to say look i changed that. the solution is to have specific named people in charge of specific subsystems, like linus has the incentive to keep the kernel working, but miguel de icaza left gnome, and the various userland daemon authors were pushed aside by systemd, poetterings most famous poettetingware
