You can make any boss in Sekiro look harmless if you bait it into leaving its combat area, because once outside of the combat area all it does is trigger deflect reactions and try to pathfind back to its combat area. I'm not sure why the AI is designed to hard-prioritize "get back to your designated arena" over all other forms of combat but basically any miniboss-tier enemy that isn't bounded by a fog wall to a specific fight area can be mindfucked into following you outside of its combat zone and then looplocked to death in a corner.

It's not a fundamental game design flaw, it's just a bug. A single oversight in the AI code that can be exploited once you figure out how to do it.
