It may sound like that from the first few times you listen to him yap but I think he described it best in a ""recent"" video of his.
He says he gives a quick rundown on what happens chronologically in every other sentence, without any opinion, to generate a sort of structure/skeleton for the review.
And after that he fills in the gaps with what of this made sense, what didn't, what was well done or failed, why he thinks that, how could it have been improved instead etc.

Sure, he could remove half of the script because it's summarizing things but then if he talks about a very specific quest in the middle of nowhere that includes Morvudd and Hammond on Skellige, you'd ask yourself "who the fuck are they, what is the quest even about, slow down".
