No he didn't. He did want some former colonies but his real goal was Ukraine and Caucasus Regions of Russia. A union of nations that included Poland, Hungry, Ukraine, and Caucasus would be a super power. Plenty of food and resources.
Only a few german heavy regions of France, Belgium, and Netherlands were on the menu.
