I mean it's always been an outside meme that came from other games, people started talking about it in a big way with Engage, so that's not surprising. You can find edge cases that sorta look like true damage before then, maybe even clear examples of it, but Engage is the one that purposefully introduced the idea that there will be flat damage skills that will always deal a fixed amount of damage. It led to the meme of base level Jean one-rounding Sombron with true damage buffs, for instance.
It's not inherently bad either, I just thought it was silly that we were now calling magic damage "true damage" just because enemies tend to have low resistance stats.
