It inevitably makes matches too repetitive. In Magic you need to actually adjust your deck to improve consistency. See pic related, which got banned in multiple formats because it made decks way too consistent at too low of a cost (free). The game is built around it, as well as pretty much all decks. Aggro decks rely on taking advantage of weak starts, control decks will run cards solely to make sure they hit land drops, etc. Also plenty of other games have mulligans regardless of lands, idk what you mean by that.
