If you mean that's because he's been Ronin, the hero identity and this extends in general to the character having used a few different codenames and weapons. He's actually trained in many weapons besides the bow. Including Cap's shield that' he's actually proficient with.
Rivals characters tend to use variants to explain their kits.

I mean if you apply real world logic to comics you'll have to ask why they let Cap do anything when an Asgardian is involved or some other super strong supervillain or how he once knocked out the Hulk with a shield throw... Peak human he may be, that's the Hulk.
In the same way that Iron Man would be paste if he actually followed non super science logic. They can all be generally expected to have some form of vague armor/gear/enhancements/plot armor. And that obviously ignoring gameplay conveniences.
