MGS3 was when Kojima started exercising control of the translations after MGS1 and 2 were handled by hacks like Blaustein (couldn't translate the word for "radio" so he just came up with "codec") and Kaku (mistranslated lines that create plotholes like Ocelot talking about tech and magic). However, the end result is you get the new problem of a Jap who speaks five words of English signing off on translations that sound retarded for the sake of being "straight forward".

That's not me saying "Japanese is a dry language" cope that localizer hacks like to fall back on, but in Kojima's case he's really bad at signing off on interpretations that make his characters sound retarded in English. It explains why by MGS3 the voice acting started to really suck afterwards, because the actors are clearly struggling to get "in" character reading mouthfuls of dialogue that sound like mad-lib info dumps with care for rhythm or cadence. People like to point to Hayter being bad, but really, almost all of the principle cast sounds bad. The Boss was voiced by Pearl from Spongebob, and she has a lot of bad takes like in the Virtuous Mission where she plainly blurts out "ITS RAINING BLOOD" like she dropped a pencil.

The opening text of MGS3 portrays these issues right from the start

The amount of "to" sounds makes the passage sound badly written, as does the repetition of "world". A better way to interpret this would be like
