You are partially true. I'm a robotics PhD student so I can tell you for humanoid robots they use US tech to train their stuff. Nvidia tech in particular. But what you don't get is the production power. Take a company like unitree for instance, they can pump out robots for 6K USD. That's 3 iPhones. Why ? Because they are of course sponsored by the government (just like any US tech company), but more importantly they only buy copper and iron. Everything else is made in house. Now take Boston dynamics or ANYbotics, the two companies from which unitree took the research from : they make everything abroad and they produce robot dogs that costs 10 to 50 times the price of unitree humanoids. The US will never be able to keep up with this. Maybe they can do better research (they are losing the edge quickly since they accept many many Chinese PhD students that end up teaching in China). Just look at the top schools from 30 years ago, China wasn't in the list, now they have a lot of schools in the top 100.
