I'm not sure. In neutral Mettaton ending, people who disagree with him 'disappear'. It's unclear what exactly happens to them. Possibly this means he or Sans killed them, or possibly they were just locked away forever and made to eat dog food in True Lab.

Either way at least Flowey has the excuse of having no soul, Mettaton is just kinda like that.
