What sucks about "Joker is the most powerful supervillain in the DC universe" is we never see his 'genius' when it comes to running organized crime. He's just a crazy terrorist with plot armor, able to intimidate or destroy rival mobsters just cause. And while it worked in the Dark Knight, it only worked because his rivals were weak and desperate. When it comes to the actual day to day operations of being the boss of a large segment of Gotham's organized crime/gangs, the Joker as usually depicted should be really bad at it - and it'd be far more interesting to see him being a good manager rather than just "haha, I'm crazy and evil, you weren't expecting that were you? looks like I win again" over and over.
