Sadly, writers have been terrible at separating the real world financial importance and popularity of the Joker, both alone as part of DC's most important franchise, from his in-universe status as a disfigured human criminal with no super powers.

Zdarsky's Batman run sold so badly they forced him to do a ton of editorial mandate shit like retcon Three Jokers and set up the Absolute Powers crossover then fired him for a nonsensical Hush sequel to boost sales

Why is it that in comics, popularity has to equal powerlevel?

If you take some street level guy, he gets really popular, then for some reason he MUST be able to beat up every other hero and villain in the setting without question?

Do comic writers just have this weird concept that popularity is 100% tied to beating up everyone that is less popular? That's the only metric?

Comic writers are grown children who want their favorite toy to be better than everyone else's favorite toy. They cannot really grasp that readers like Batman because they are genuinely interested in seeing a new story about Batman doing Batman things in a grim crime noir setting with weird mafia goons.
They assume Batman being popular means readers genuinely want to see Batman beat up Green Lantern and Flash a few times to constantly prove who is the coolest hero ever!

What sucks about "Joker is the most powerful supervillain in the DC universe" is we never see his 'genius' when it comes to running organized crime. He's just a crazy terrorist with plot armor, able to intimidate or destroy rival mobsters just cause. And while it worked in the Dark Knight, it only worked because his rivals were weak and desperate. When it comes to the actual day to day operations of being the boss of a large segment of Gotham's organized crime/gangs, the Joker as usually depicted should be really bad at it - and it'd be far more interesting to see him being a good manager rather than just "haha, I'm crazy and evil, you weren't expecting that were you? looks like I win again" over and over.
