He's really not wrong here. Gaku just prior said he'd haunt any survivors. Lashing out and creating barriers instead of being sincere right until the end.
Some people had actual melties over this line but "I know what you make yourself to be and understand you're a good person," is more heartfelt than just a generic "You're a good guy" imo
