Yes, but it does condition people in a way. If every day is a disaster then their expectations of success are also eventually diminished enough that they're not expecting anything but disaster. It becomes conditioning the new normal

So when you do succeed in achieving something completely underwhelming and utterly miserable, the supporters who are now expecting a blood soaked, incalculable loss of manpower, machines and resources- will rise up in elation that you've advanced 200 metres and taken a corner off a small town in bumblefuck nowhere, achieving nothing... except the vast heaping of praises, prayers to the bunker monke and someone will be happy on the internet.
Then we can get back to the regularly scheduled, completely normal absolute disaster
