I'm reading back what I wrote and trying to make sense of it and I think it boils down to this: there's a lack of interpersonal drama. And that's what really makes stories interesting: clashing personalities, struggles for personal interest or ideology.
They try to set it up a few times (the blonde gladiator, leviathan whispering to augusta, iuno worried that augusta will die) but then they just sidestep it all. The plots fizzle out into nothing. And so it feels like nothing happened.
