See that's the mistake. Gunn took a good script (the best elements like the mixtape are not his ideas) and a machine already running at full speed (at that point anything with the MARVEL brand sold like water in the desert) and made a movie that appealled to cheap feels using pop songs, cute animal/tree and a cast made from actors of the week. It was a made up formula that worked well but in the end when you kill the hype GotG is a pretty ok movie, and the sequels are even worse even if they have some good moments.
Gunn tried to replicate this success without a good script (he wrote Superman all by himself), without any stars, pop songs and the whole Marvel branding to back up his shit. This time all he brought was the dog and his huge ego. WB learned in the worst way that Gunn was one tiny part of the huge success that was the MCU, not even Downey Jr. is something by himself, it was all the parts together + the insane hype that kept things working.
