It's not a cycle of 24hrs, your body is constantly using glycogyn in your muscle and replenishing it.

Muscle memory is a thing but for a totally different reason that what the guy is saying, muscle cells are different to other cells in that instead of a single nucleus they have nuclei, multiple smaller nucleuses.
The more nuclei a muscle cell have, the more it can grow the other components of it.
When muscle cells shrink, the nuclei aren't loss at the same rate of the rest of the components of the muscle cell, so when you train again the higher number of nuclei make hypertrophy faster.
