Now let see the case of Spain, what does Spain has a competitive advantage on? Right now, tourism, it's safe, stable, accesible to well-off people (visa free travel or event living right for Schengen countries), good weather, beaches, and historical patrimony, that's all things people look for in tourism.
What other things can Spain do? With it's location it can sell stuff to other European countries, it now has cheaper electricity than some other European countries along with Portugal, Spanish people generally can afford to go to university and universitie have a decent level.
So obviously it's not all tourism, but tourism work and in tourism few countries can compete with Spain, Greece and Italy are on a similar level, but Greece is smaller, and Italy is naturally more expensive because it had a better economy in the 19th and 20th century so salaries are higher due to historical reasons (earlier industrialization).
Big economies like Spain try to be diverse, that's why it makes sense for Spain to have a public university system, that way Spaniards can go to university, get educated, and work in fields that are on higher demand, but the reality is that tourism right now works great for private investors in Spain so it's naturally growing.
And honestly in the case of Spain I don't think Spain can do any reform that would make it so suddenly everyone gets educated to work in things with high demand that can make Spain a bigger economy in the short term, or at least I can't come up with something that would help Spain a lot.
I hope I explained competitive advantage well, this doesn't mean that there are things that could be done better or that we should all work on tourism, just trying to help you understand why it's happening.
