To be fair, Shinobu and Araragi are sort of one person in a way. I think Hitagi essentially uses this as her justification in Ikusa. Shinobu will always be in Araragi's shadow, and Araragi will always be a pervert. Since she truly loves Araragi, she accepts his strange situation. It kind of says a lot about her love too, as she doesn't seem to like oddities too much. Yet she is willing to overlook the king of oddities to satisfy her love of her husband.
