This was explained already but, IDs are never 1:1 to their real selves from the world they came from. The only way you can get a 1:1 copy power wise, is by using dough like what Linton became in canto 6. Our IDs grow based on the number of boughs resonating inside Dante's heads, alongside our base sinners, this is most likely a limitation done for the sake of the IDs not overtaking our guys completely or the adverse effects from overuse being severe or long lasting.

Plus, if you were to somehow weaponize dough and have the energy means required for it, along with willing percipients (as far as we're aware, dough is only produced if the person in question willingly lets themselves die), you still have to worry about the fact that the ID you're bringing over may be dangerous. Like imagine bringing over an Arbiter 1:1, and they just nuke the place for doing so.
