My understanding is that forcing Reuenthal to give up his pride and ask for forgiveness from the Kaiser was the point, or at least for Reuenthal to put the Empire before his own pride.
The following arc with Bittenfeld getting thrown in jail I felt was continuing the goal to make sure that admirals didn't have cults of personalities or pride that were greater than their loyalty to the empire.
Oberstein knew Reuenthal was a danger but didn't care that he could POTENTIALLY be corraled by Mittermeyer/Reinhard.
