The fact that the two of them were bros for life and that'd never happen didn't even factor in to it, the risk was too great; countless military juntas like theirs have been destroyed by factionalism like that. Mittermeyer was the stable, responsible one, so Reuenthal had to go. Diminishing Kircheis' importance was another application of the same theory, he was too close to Reinhard in influence and ability.
He knew Yang was going to eventually start some shit in the former FPA, and this is one case where we as the viewers know for a fact that Oberstein was right. Poking the hornet's nest and either killing him or forcing him away from the capitol before he could lay all his plans and start things on his own terms was the best possible move.
