Charlie in WHF is an exalted hero of chaos, devoting himself to The Great Serpent/Slaanesh. He started off running a minor cult that's slowly built up to him being the warlord of an entire Omelas style city.
His warriors are adept at capturing opponents alive during their invasions south, and captives are brought to the city and given the choice to stay or leave. If they try and deny him, they're briefly allowed to leave the city to keep up appearances before being re-captured and turned into an initially unseen tormented underclass, their suffering fueling the privileged position that his cultists enjoy.

Charlie's modern version is far less nefarious, where he's just a Marvel mutant with an X-Gene that gives him hypnotic eyes. This can range from just making people agreeable, to making them a passenger in their own body where they are fully aware of themselves while nonetheless doing whatever Charlie says.
He's mostly a playboy who is cavalier with using his powers. He rarely uses them to just entirely override someone's free will to have sex with them, but he'll do stuff like make them think he's funny and charming, or if he's not their type he can impress on their mind that 'no wait, actually I DO like guys like him,'
He does occasionally do more nefarious stuff, which I'll probably get more art of as a sort of 'elseworlds' or 'What If...?' series of comms. You'll be more likely to find harder stuff in those ones.
