Yes, Russian shilling is completely legitimate and they have no choice. Like everything else they do. Only America and other NAFO countries have agency and poor Russia simply reacts and does annoying or horrible things as required. It's like Russia isn't a real country with real accountability or something, but don't think too hard about it.
