Unlikely. At the ending none of them knew what it was specifically. Masaru and Jason were spitballing what it could possibly be in the bar weeks if not months after the fact, and unless Majima went back to Hawaii or they actively called him after their spitballing session Majima doesn't know what it actually was. You had Majima and Saejima specifically talking about how it's a shame they couldn't figure out what it was because Majima had a fire in his eyes to help Kiryu, and Majima specifically has his speech about failures being motivations for the next generation and to leave things in their hands while finding new dreams to chase.

It's a pretty direct way of saying "Our time in the limelight is over, now we help the new blood" for Kiryu, Majima, Saejima, and Daigo to be helping people like Ichiban and Noah however they can.

The entire organization is a bunch of street gangs forming a major organization with a proper structure running it from the shadows. The members are all unknowns because they're from such low rung gangs that got absorbed into RK and you basically get recruited by someone seeing or hearing about you doing crimes. I wouldn't call that a street gang simply because of their size but I also wouldn't call it a full fledged Yakuza organization either. Keep in mind Seiryu in 8 were focused on recruiting people like that too but they were public facing and an actual public Yakuza group.
