Noa is one of the formative characters that the entire concept of 'tomboy' as an anime/manga archetype is derived from.
Kanuka's just a professional woman in a traditionally masculine field. There's shades of tomboy that come with that, but we really don't see much of it beyond that in her personality, off-duty activities or anything else I can think of that would be relevant here.
The easiest rule of thumb is if a character seems like they've be comfortable being 'one of the boys' in a social context. Kumagami wouldn't to a comical degree. Kanuka could probably deal with it but probably wouldn't choose it. Noa is 100%, undeniably one of the boys.
