I am replying a full eleven days later to say I have no idea what the fuck you're smoking.
Noa is one of the formative characters that the entire concept of 'tomboy' as an anime/manga archetype is derived from.
Kanuka's just a professional woman in a traditionally masculine field. There's shades of tomboy that come with that, but we really don't see much of it beyond that in her personality, off-duty activities or anything else I can think of that would be relevant here.
The easiest rule of thumb is if a character seems like they've be comfortable being 'one of the boys' in a social context. Kumagami wouldn't to a comical degree. Kanuka could probably deal with it but probably wouldn't choose it. Noa is 100%, undeniably one of the boys.

What do you mean? She's the best pilot in SV2 without a doubt, probably the best in the show and there's a very real chance that makes her one of the best of the world too, since SV2's beat is ground zero for the entire labor industry and she'd have more real-world cockpit time than most.
There's a reason it's Noa that SHI ask for when they need an opinion on their serial production Ingram, and in the movie events end up giving her a gig testing cutting edge labor interface prototypes. It's not just because the boss's son is sweet on her.

I've finished the OVA and Patlabor 1 and 2 the movie and debating where to go next. I could do TV show, finish off the third movie, or read the manga. Honestly, while I do like Patlabor 2, I want more Kanuka and a more focused storyline.

Anime,
the chart was made before the Live series was even a thing. I would ignore the Live series, I had hope from the Army of Mechanic and their Shogun, but in the end their budget was just too low to show any decent mecha action, and what they did spend, they spent it awkwardly.
Not to say the anime series was always good, it does have it share of fillers, but at least the fillers weren't themselves reusing previous plotline from the anime series.

The contradiction in the Patlabor setting, is that a police force shouldn't exist for rare crime done with construction units (instead of passing regulation making obligatory to have wireless/deadman off-switch).
But the series low tech-level and the actual rarity of anything robotic (it should have been cyberpunk) make SV-1 and SV-2 look like a special-force akin to the SWAT or GIGN, raising the expectation. Even if I can't imagine a standard low enough to let Otha enter the force or being allowed to approach a mech.

You miss the point. SV-2 is more akin to GIGN special forces, only called when regular method isn't possible.
It should be made of top-level officer, Ota would be thrown out immediately.
