Lets be real here, they will make any character they want in the game playable if they so desire. Writing excuses for characters being strong is they easiest shit imaginable for a writer writing fiction. If you showed Alice, Yuzuha and Sweety and asked which one should be a fighter and a playable agent everyone would point at Sweety.
