Its abandoned and isolated, with only Dyle ever having seen the outside. Dandy being the first and only for a long time was most likely heavily curious about his existence and learned about it from Gardenview's founders since he was very close with both of them.
Then an "incident" happened, most likely Dandy went full twisted and then back, after a while Gardenview tried to keep it under wraps with some implication that even the founders themselves got taken out of the operation. Eventually the entire thing was condemned and isolated and all toons left to rot, Dandy being the original and never replaced kept things running and remaking his friends.
We do not know what Dandy's end goal is, how these toons are made and how they have their false memories imprinted, nor do we know for sure what happens when a toon meets their end at the hands of a twisted. We also know they have a deep, innate desire to be entertainers and have attention as that's the entire reason they exist, and Dyle was denied doing so despite his insistence.
