Rafi Eitan, Israeli spymaster, got wind of PROMIS and wanted it. He used a fake Israeli passport, posing as a prosecutor to visit Inslaw in the U.S. and scope out the software. Then through a U.S. Justice Department contact, he snagged a copy. This wasn’t a handshake deal—Israel stole it, screwing over Inslaw, which later sued the U.S. government for theft (and lost, despite evidence of foul play).
