Yeah that's usually the case with a lot of these claims about what 'heavy' music is. Having a dark 'heavy' atmosphere is one thing but that in itself doesn't make something metal.

Maybe so but 'In Rock' still has a lot of that old 60s rock sound to it similar to Zep, the first Sabbath album does on some songs too but the title track and a few of the others have something unique for that time.
