It's hard to explain exactly, but basically they fired everyone and handed their work to a new team, who threw most of it out. They kept assets, so environments, character models, and various design ideas. But built the new game around a totally different design vision. With a completely different story. You can see shadows of the old story if you squint. For example, not all of the characters have been recycled into completely different people. The character Dale is still vaguely the same person. Except in HSL's game he was your landlord and helping you survive as a vampire, while in TCR's game he owns the apartment you sleep in, and he's dead in the present day, and I think you only meet him in Fabien flashbacks.

But for the most part is is legitimately a completely different story that reuses assets from a cancelled game to cut costs.

It's probably the most radical retooling of a game I've ever seen. I don't think we've ever had a game that got revealed, was allegedly months from release, and then got its entire dev fired, their work handed to another team, who then made a game with a completely different plot. Some of the scenes in the trailer are basically unthinkable imagery of the previous version.
